With the information provided, it does sound like it may be down to the chock mechanism on your Quad. It sounds as if it is continuously on, causing it to flood and not start.
We suggest that you turn your choke to the ON position and pull the pull start twice, after that, put your choke to the OFF position and then pull again, this should not start.
However, if not can you please provide me with a short clip of you trying to start the Quad bike and we will be able to advise you further, as we believe this issue can be resolved amicably.
